Overhead Combos on Layer 1 and 2

I am really surprised this doesn't work already. If you place an overhead combo on layers 1 or 2 it should be drawn overhead just the same as it does when placed on Layer 0. I mean even the combo type description implies this should work: "This combo's tile is draw between Layers 3 and 4, even if it is placed on Layer 0."
