[2.xx] [Item Editor] 'Can be picked up with...'

For each item in the editor:

Add tickboxes:

'Can be picked up with boomerang' (min level)
and
'Can be picked up with hookshot' (min level)

Replaces quest rule 'Boomerang/Hookshot can pick up all screen items'.
