I found the Flippers and the Cave of Misery but I can't find the hookshot and super bomb shop.

Ok, now how do you kill this guy. This is the path that leads to Gannon. I have used every item and I can't hit it.

Okay, the sandman looks like he's a variant of Gohma. Watch his torso for a change in appearance and then try to shoot him with an arrow.

I haven't played the quest so I can't give more advice than that. Perhaps he is only vulnerable to the silver arrow.
