Maybe in the future, we should have more push block flags, including the following:
2-directional: Push (Up-Left), Push (Up-Right), Push (Down-Left), Push (Down-Right)
3-directional: Push (Up-Down-Left), Push (Up-Down-Right), Push (Up-Left-Right), Push (Down, Left, Right)
Of course, each of these would come in 3 different types- Once-Trigger, Once-Silent, and Many.

I know it's already possible to do this by combining placed push block flags with inherent push block flags, but it can be a bit buggy, and attempting to fix some of the bugs with this trick seemed to cause other bugs.

Semi-related: What about getting them to work on layers 1 and 2 and having a backwards compatibility rule that prevents this.

To be more efficient, why not try to get all combo types to work on any layer, not through quest rules, but through flags in the combo type editor that they mentioned they would include in the rewrite.

That will cause incompatibility issues with older quest unfortunately.

Not necessarily. It would just have to be made to where older quests have their combo types not able to work on layers 1 and 2 unless certain types are made to do so via the current quest rules. In other words, the 'works on layer #' flags would be disabled by default.
