I recall there being a program that lets you open passworded quests that are in version 2.10 or under in ZQuest without needing the password. Does anyone know if said program actually exists? If so, I need it, so I can finish a 1.90 quest I was trying to play through, which has a bug that prevents me from completing the game, and I can't contact the creator since he's no longer active.

I assume the program is probably frowned upon, but I was really getting into this quest before the bug hit me.

Zcheat. It was available for 1.9 and possibly 2.10 as well, but I haven't heard of it since then, and yes it is pretty much all but illegal.

There was a thread made very recently about it, asking in regards to 2.5. you can find it here at http://armageddongames.net/showthread.php?96329-Zelda-Cheat-Console-2-50 though I doubt it'll be of much more help.
