I'm curious as to what terminology would be proper for classifying stuff like this. Corrupt? Glitched? Even has a tint of zeerust, so maybe something like Obsolete Dystopian?

Digital Media? I am not really getting a zeerust vibe but probably because there is not enough context. The Jetsons (show) is zeerust but George Jetson is merely a character in a bad suit. If I get what you are asking for... I would go with something like 'digital punk' or 'cyber impressionism'.

I suppose digital punk is the most appropriate. It's sort of like a mix of 90's video game/tv culture, and glitches? I don't really know how to explain it.

Off the top of my head, I'd call it noise art...

Noise art makes sense. Although it's more second-gen art really - where a computer programmer doesn't necessarily have any artistic or pixelization talent themselves, it's more of a write an algorithm that produces art based off someone else's art...which is art in itself I suppose.

I like the second one though. I went through plenty-o quarters in 7th grade exploding peoples heads with lightning bolts, for sure. :)

..PS: 2000 cool vouchers for anyone who can tell me what in the hell Raiden says when you do the flying attack. (You know the one: <-,<-,->)

Noise art is equally appropriate. I suppose getting too specific with the name, such as calibration displacement, or something of similar effect would be fickle. Noise art sure sounds less like a fad as opposed to digital punk.

Tsai-you-ba-ba-dae is what it sounded like. I have no idea what he really said though.
Possibly something to the effect of putting light into meats, feeding that to babies, etc. might be a rough translation. That's just a guess though, I don't know if Raiden's character is supposed to be Chinese or Japanese, or something else.

As for this type of art... I know Raiden's is.. and the other two I would take an educated guess that they are too, all three actual Digital Photography.
The most accepted idea in the art circles is to leave it up to the creator to define it. Since the images themselves do depict a ruination of their former state, Obsolete Dystopian definitely covers the fictional irrelevance of the nature of the artwork, as well as the depiction of corruption of it's former state.

Edit: He might've been speaking English, in which case, "Sigh you bah bah day!" might be it. Hinting at the idea that it's wrong to not like Scrooge, or mimick his behavior.
