Man oh man. I'm pretty sure that this guy was NOT included in any TMNT video games.

You're right, he wasn't in any of the games. But at the same time I don't think he was a one-episode character either. Not a one-shot, but probably rarer than the Usagi Yojimbo crossover episodes.
