Kefka. Hands down. He succeeded in successfully nuking the world (with magic) and even with his defeat, there was no "happy ending" to the game. Not to mention he ruled over said world for a full year before you defeat him.

A computer opponent can only do so much. You might be able to defeat them if you learn their pattern/strategy. But a human opponent is more unpredictable.
