Unresponsive Joystick.

Every time I try to change the button layout I'll hit a key and nothing will happen, and to make it worse, I've seemed to have disabled the default "B" Button. So I uninstalled and tried to just play normally, but the joystick "preferences" are still there from before, so I can no longer throw bombs, boomerangs, the whole nine yards. So, I was wondering if there was a preferences cache I could delete? Or perhaps this is a glitch or truly is a bug, anyways, thought I'd drop this in, Thanks in advance,

Try unplugging other gaming devices and restart the game?
