The thing is, most of the ones we're getting these days aren't bots. They're people getting paid to spam forums.
We can't really stop them from registering, but maybe we could automatically put new users with links in their signatures on moderator preview, or something like that. That'd probably require a vBulletin mod, though.

This. It seems that each ad-"bot" puts links in their sig, so this would prevent that activity from appearing significantly.
