It should be possible to have a new tab in the Item Editor simply labeled "Flags"

Under this submenu, it would list the following flags & have a checkbox next to them. If a flag is checked, it means this item can trigger that flag on contact.

-Bomb (Any)
-Super Bomb
-Boomerang (Any)
-Boomerang (Magic+)
-Boomerang (Fire)
-Arrow 2 (Silver+)
-Arrow 3 (Golden)
-Burn 2 (Red Candle+)
-Burn 3 (Wand Fire)
-Burn 4 (Din's Fire)
-Magic (Wand)
-Magic (Reflected)
-Fireball (Reflected)
-Sword 1 (Any)
-Sword 2 (White+)
-Sword 3 (Magic+)
-Sword 4 (Master)
-Sword Beam 1 (Any)
-Sword Beam 2 (White+)
-Sword Beam 3 (Magic+)
-Sword Beam 4 (Master)
-Hookshot
-Wand
-Strike
-98, All Purpose Flag
-99, All Purpose Flag
-100, All Purpose Flag
-101, All Purpose Flag
-102, All Purpose Flag

Now, based on the Item Class that's currently selected, Zelda Classic would automatically select one or more flags that the item would trigger. For example, let's say you make a new custom item in the "Arrow" Class. The "Arrow (Any)" flag would automatically be set obviously but so would the "Strike" flag as well. You can remove these flags manually though and you can also set any other trigger flag to be triggered by this custom Arrow item.

So let's say we want this Arrow to be a "Fire Arrow"--not only should it trigger Arrow flags, but it should also light torches. Therefore, we simply check the "Burn Flag". Now in our game, all Burn flags that we place can be triggered by the Blue & Red Candles, the Wand fire, Din's Fire, and now this "Fire Arrow" that we just made.

This also gives the All Purpose flags a use without having to have any knowledge of scripts. You can make these flags a trigger for custom items without attaching scripts. Only problem is...these flags would need a secret combo, right? Well an easy solution: Simply add secret combos for flags #98-#102 in the secret combo menu.

Actually, the secret combo thing could be addressed by simply making it possible to use flags 16-31 for the purpose you described.

Speaking of secret flags how about 11 more reserved for scripts.
