I can't seem to find any way to change the CSet for a tile without pressing + or - on the numpad, but I don't have one. Is there any other way?

If your keys have blue characters on them, find the + and -, and there will be an "fn" key that you hold to use those keys.

Doesn't have those... no numlock either.
For some reason it doesn't respond to Page Up or Page Down either, even though I found a way to set my mouse's extra buttons to use those (and that works properly in other programs)

It seems you're out of luck. You need a USB numpad or keyboard.

Oh yeah, forgot about USB keyboards... guess I'll need one if I want to make a quest then. They're pretty cheap at least... and laptop keyboards aren't the most comfortable anyway.
Thanks.

At the bottom-right of the gray panel, it shows the current CSet. Click the number and it'll change.

I've tried that, and it doesn't work.

My english isn't very great, but try to follow the instructions. I have
a fix for you. Open up your Start menu, go to the folder with Paint and WordPad,
open the folder which contains files to help handicapped people. There *should*
be "OnScreen Keyboard". Open it, and make sure that an option called
"Extended Keyboard" is checked.
