Palette and Cset

I got a quest tile from (don´t remember where) and in some tiles i can edit with the entire palette and some others i can only edit with one Cset. How´s that? If i want to use the entire palette how can i do!?

That would be because some are in 8-bit mode. To use the entire palette for a tile (8-bit mode), hilight it in the tile editor, and press "B".
