LA_SCROLLING? and other Actions

What is the purpose of this action? When is it true? It isn't exactly what I thought it was.

I'm wondering about this because I want to make a script where Link drops from the ceiling if he warps into the room, but not when he scrolls into the room.

Bumped. It's been a week, guys. I don't know which Link action to use so Link only falls from the ceiling if he warped onto the screen.
