Where are the flippers?

In 210test.qst, I can't find the flippers anywhere. I searched all over the 4th dungeon and I can't find them. In the dungeon, there is this one room where you need the flippers. It has the map in it.

Can anyone please tell me where they are?

Nope, no flippers. It's an old bug. you need the ladder to cross. Try to open up the file and give them to Link..

..Man, did this ever get fixed at all..
