Dude, that's Soooo not gonna work over here. You'd get divorced and arrested for assault before you could land the second hit (in theory anyway. there are a lot of abused women who don't report abuse for varying reasons).

You have to remember, that's part of their culture. He's not advocating utterly obliterating them, just keeping them in line. While I don't endorse this, I can see how it would be beneficial to their society.
It's like saying "When you sell drugs, don't push them on elementary students."
