As you can see by the following image:

You can see that ZCL for Linux reports zelda.dat as missing, when it really does exist in the folder. (Note: I had to grab 626 for Windows just to get the support stuff like the qst files, txt files, zh file and dat files)
Might want to look into that Sean.
