Here's this all over again. It's basically the exact same case as with that guy who thought he was going to hold the kids underwater, only this guy's a prosecutor.

Okay, so the way I see it is that the only people they're going to catch with these stings are the people who would commit the crime if it were real, and since it's a lot harder to catch people before they do it when the person organizing the whole thing isn't a law enforcement officer...I guess I have to lean in the direction of being okay with what was done.
