New Items, What do they do?

Could someone please explain what the following items do in ZC 2.11 Build 18:
Letter (Used)
Scroll: Peril Beam
Stone of Agony
Whimsical Ring
Whisp Ring (1 & 2)
I'm not sure if I should add them into the game or not, seeing as I have no idea what they do.

The letter should be the item you have once you use up any potions. As for the newer items in the alpha builds, check out the link below. This thread already has any newer items explained.
