Well, obviously, the aliens scanned the planet and mistook our forms to be that of Lego toys, and so they built this giant statue and placed it in our oceans as a greeting and message.

EDIT: Ok I've seen it. It actually makes a fair bit of sense. Lego is Danish, I think. There was probably a ship carrying lego stuff to Legoland in Denmark and some stuff fell off or got pushed overboard. Denmark is not terribly far from Holland. I can imagine it floating there.

Global warming caused sea levels to rise, and a Lego plant was flooded, causing all the parts to go into the ocean. The parts came together to form a giant Lego man, and no one noticed about the flooding because Michael Vick ate a dog.
