As most of us know, hitting "B" in the Tiles Editor allows you to work in 8-bit color. However, there resides a problem: the palette window is too small to choose a color effectively, and palettes you're not going to use get in the way. Besides, who's really going to use all those colors in one tile?
My solution: Ctrl+B or Shift+B, which brings up a box that says "Use Csets:" and a checklist of all the current Level and Sprite Csets that you can use. Whatever is checked is then added to the palette box on the Tile Edit screen, which then eliminates the unnecessary palettes for that tile.
