What's new in Beta 16c?

What's new in Beta 16c? By new I mean everything in 16c that's not also in 16b. I noticed only a few things:
-Dmap Flag: Whirlwind warps to entrance
-Dmap Flag: Underwater Wave Effect
-Quest Rule: Burn Flags Activate Instantly
What are some other additions to this beta?

It's mainly a bugfix beta. I know the counter bug is fixed, but bug jman for the full list.
