What do you mean. If you mean in making your own quest, than yes. (Although the Rocs Feather is only in the latest beta) If you mean the first or second quests, than no, as they're direct copies.

Then yeah, you can, just like any other item.

Just be sure to go under your data menus and change the subscreen type if you use these items. I believe New Revision 2 should work well for you. The basic Zelda 1 subscreen won't show you items like the hookshot and super bombs. If you are using the latest beta you can use custom subscreens to do this, but some of the items and their names are bugged and reported.
