Have you noticed this in later 2d Zelda games such as the GBA version of A Link to the Past, Four Swords and The Minish Cap? Whenever you damage an enemy, it always flashes the same palette instead of cycling palettes. For instance, in the GBA version of A Link to the Past, it was mostly an all-white palette with some gray, and in Minish Cap it was mostly shades of orange.

I believe this would be a useful feature for quest designers in ZC, particularly when using 8bpp tiles for enemies. Normally, enemies with 8bpp tiles don't cycle through their colors when damaged, but with a quest rule, they could use an extra sprite palette set and flash to that instead.

There could also be a rule for "Enemies flicker when hit", much as there is one for Link. These rules could be used independently or in combination to give a greater range of options for quest designers and tileset builders.
