New style bombs

Since you can now change the number of bombs given out by each pickup, we need a rule that changes the max # of super bombs to for every 5 regular bombs maximum.

Here is a better explanation
1SB for every 4B to 1SB for every 5B

Or even better, a way to change how many bombs you must have at max to get 1 super bomb at max.

I would think that it would be better to just split the two so that they don't work off each other. That way you can have rooms that give you extra normal bombs and rooms that give you extra super bombs or both.

This is the logic behind my idea.
We should also be able to set the absolute maximum for each type.
