Raft Mountains Quest

I downloaded this quest from the Pure ZC website. For some reason I cannot get into their board so I am posting this here in the hopes someone can help me. I cannot find level 3 - can anyone tell me where it is?

The level 3 you can't get to without the flippers and you get them in level five
The level 3 is next to 2 but in the water and the raft doesn't go there ;)

I got the flippers from level 5 but still can't find level 3 anywhere in water. What looks like a level is a shop. I tried level 4 but can't kill the boss because I need the bow. Any help on these two items would be appreciated.
