I loaded 2.10 on a different computer and when I open the editor it says "descripting error, press a key." When I press a key, nothing happens.

Heres the allegro log

Well, that says decrypting, not descripting, so it sounds like it's having trouble reading your quest data. You didn't happen to make it in a beta, did you?
EDIT: Oh, wait, I didn't realize you were just opening ZC. Well, I still say it's a decrypting thing, but I cant say how to help you.

Sounds like there's something wrong with your qst.dat (or maybe it's called zgp.dat in the version) file. Try redownloading and reinstalling.
