Spell Magic Consumption?

Can't think of a better place to put this, so here goes

Is it possible to prevent the spells from consuming magic? Like, can we change that fact in the item properties menu?

Or better yet can it be set up so that the amount of magic used by the item be changed instead? That way if you don't want the item to use magic it can be just changed to zero or you can adjust it to whatever you want.
