how do i put rain in a quest like in link's birthday?

Well firs you need a tileset with rain tiles. Once you have that, you need to place the rain on a layer above everything, like 5 or 6. Thats about it, except you may want to change the pallete for the rainy dmap to something more subdued, for that "rainy' feel.
