how do you make cutscenes?

How do you make cutscenes like the ones in MegaMan Dr. Wilys Revenge - Directors Cut?

I've looked at it and my guess since the people moved 1 space at a time is that he created a lot of different screens and from the first he made it so Link (Megaman) was invisible. Then using timed warps you go through different screens to make it look like the tiles are moving. On the screen where you press down to continue through text or to more cut sceens he just placed invisible Link down at the bottem, blocked him off with invisible combos so the only direction you can go is down. Then you press down and side warp to another screen.
