The only way to change csets is through + and -?
Because im using a laptop and those dont work like they should,so its there another way to change it?

You mean when placing combos on the main screen? Not sure...

well my laptop is a Compaq and it has a little [ fn ] button in blue that works like a shift key. Hold that, and then you can access the nums lock keys located somewhere on the laptop (superscript characters in blue for me)

I would guess all laptops work similarly

Mine has the fn button too. I also have a series of little blue icons on some of the keys, which trigger if you hold the fn button. These include a number pad substitute, as well as the + and - keys. It works for me.

I worked with a laptop without the number pad for awhile. In order to get around the CSET problem, just ensure each combo already has a CSET offset set so that it always displays the colors you want. For instance, trees always use green, rocks always use grey, water uses blue, etc. You can make multiple copies of combos where you want to use different csets on the same tile, such as bushes.
