I wanted to start a game with GB Zelda gfx,I used a graphics pak I made a few maps and when I went to test it the bar where the items and hearts appear was glitch,like this:

Hmm... This looks like the start of the tiles for the quest. Am I right?

I think I know what could be wrong. First of all, I'm pretty sure you have your associations mixed up, that is ZC has different tiles selected for say, the map, than are actually there, if that makes any sense. Imagine you have two flat planes, the bar on top, the tile screen on the bottom. Imagine that bar is a set of windows over the tile screen. Now, say the window looking at the map is over the wrong part. For some things you can just change them, but others are hardlocked. If you are desperate, download the latest beta and use the subscreen editor to re-assign all the graphics/windows. The only thing I can think of is maybe this Graphics pack was either made poorly, or maybe(I dunno) was for an older version, with different settings.(Once again, I dunno)
