2.11 B 10 for windows?

It's the same, it is for windows
the 10b is just the upgraded player and zquest files.

Or do I download 2.11 10 windows then the EXE file?

Wich one do I download for the newest version?

You download the "Full" first (first top link) and open the zips in a folder.
Then you download and open the 10b files, which is only the two, zquest-w.exe and zelda-w.exe files and overwrite the two that came with the full download.

What is the 2.11 10b Linux?

It's for the Linux operating system, as opposed to Windows. If you have Windows, then you should just use the first two links.
