How do you get the HCP in Z-3 Menu to work right?

I've seen a lot of quests made with ZC211b10b and some of them had the HCP working right, how do I get it to work right?

I believe it only works in certain subscreen types, specifically it doesn't work on the classic subscreen.

I think he means on the Z3 subscreen specifically.
