Tile Questions

I've figured out how to edit sprite tiles for Link and the enemies. But how I do I create new tiles for the landscapes? I want to create a tile set for a fence. Where can I make these tiles and make the usable in combos to make them part of the overworld? Also, how I do use pre-made Titlesets and Loose Tiles? I've downloaded a Tileset for NES style grass patches and roadways, but can't figure out how to get them into the editor. Thanks.

To make the tiles go to Quest_Graphics_Tiles.:) Double click the space ya
want and draw the tile.Once you are done making all the tiles you
can set the combos!Right (or double)click a combo space.
Click the box with some tile in it.Choose the tile you want.
Now click on the 2nd box.There will be 4 parts you can change to red.The
parts that are red are unpasable.(you cant walk in it);)
