Suppose I want to take a map of a town or dungeon from another game that I copy from the Internet to my computer (saved as a .bmp file). Is there a way to copy the tiles from that picture to my tiles and keep all the same colors as used in the original picture?

Turn the entire map into tiles, then grab the pallettes.

You can't really preserve the colors of the map. (I know someone is going to say "YOU CAN IN 2.11!!" But I don't care; 2.11 hasn't been released.) No, it isn't possible to retain imported tiles' colors. To import the tiles, go to Quest -> Graphics -> Tiles, select an empty tile, click Grab then File. Select the .bmp. You can now select any tiles on the bitmap as long as the bitmap isn't off-center. Of course, you'll have to recolor them.
