You can't blame the library. It's not like they said "Okay, lets let some guy jerk off in our library, it'll be like free advertising". I'm sure that they would have stopped him if he had the chance. The managers didn't just watch the guy do it.

Actually he had been banned from (if I remember correctly) the library before for masturbating in there, but the library let him back in because they must have thought he learned his lesson or something. So as far as I'm concerned, the library is partially to blame...
