bomb bag/quiver issue

I am have it set up that link max bombs he can hold at the start is 0 i put in one of my levels the small bomb bag but when he picks it up his max bombs hold doesn't increase am i doing something wrong.

bomb bags don't work yet.

I think they do, but you need to pick them up, rather than start with them via init data.

Try it. Place all items (Bow, Quiver, Wooden Arrow, and Arrow ammo) on the ground on various screens of your quest, but don't start with any of them. Then try to actually start with them without placing any of those items in the quest and see if they work. (In a different save file.) Then try various combinations of them.
