LOZ Again

I can't seem to find level 3 in this quest, I've got the ladder and the bow. After beating level 2, I wen't down the stairs and then came to a place in the overworld that looks like you need the flippers to get across. I think I've been everywhere that I can go with the items that I have...:confused:

what quest is this? By saying flippers, I'm not sure if its the original 1st quest.

Dark Flame, it's a new quest called Legend of Zelda Again, I just found it this morning. It's made by someone named Zephyr Light.
