Is there a way that I can quickly load tiles to the combo pannel on the right?

Quest -> Graphics -> Combos. That's the combo page. There, you can copy and paste combos to make it a little quicker to assign them.

I don't understand. Do I still have to assign each one individually? If so, how is this quicker?:(

It's quicker because you can assign one combo the walkability and combo type (if necessary), and then copy it over multiple times where similar walkability and type would be used, and you'd simply have to change the tile. If you were looking for a way to assign tiles like, in-order, to combos, then you're out of luck.
