Can I play any quest as long as I have a version newer than the one it was made on?

No. There's the "continue bug" in versions from 1.84 onwards that can make 1.83 and earlier quests pretty much unplayable.

Versions 1.83 and 1.84 are compatible in the sense that you can copy your save files from one to the other - 1.84 doesn't have the map bug (crash if you access the map more than once) and 1.83 doesn't vave the continue bug.
