Tall grass

1) I want my tall grass makes the tall grass effect (when Link bottom disapear in the grass) but I DON'T want the grass can be cutted.

2) And by the way I want the tall grass make the command "slow walk" too...

Nope, neither of these are possible. Well, technically, you COULD make a grass tile with a "shallow water" combo type, then replace the graphics for walking in shallow water with the graphics for walking in grass, but then you wouldn't be able to have any shallow water in your quest.
