Is there anyway of creating a new C-Set so I don't have to alter any of the other ones?

nope. you have to edit the old ones. it's not really that hard, is it?

No, as there's always 15 Csets to a palette, but you can create new palettes, which have their own Csets. Just choose a blank palette and put your colors in the Csets there.
