Yep! Most tilesets have CSets 10 and 11 blank. You can make your own CSets there and even edit the oithers. That's what I do to make everything look better. Sometimes I fail, though. (Oh, and you can edit palettes, too. Just be sure to check them using the palette feature under Data: Enter the number of the palette and click okay.)

SO how do I?

Just go to Quest>Graphics>Palettes>Main. Then, highlight the CSet you want to edit and click edit.

use level palettes to make your own, then if you want it in the main palette, transfer it there once you have it the way you want it.
