Custom Colors / Csets?

I'm trying to create a few custom colors for ZC. What I want to do is have blue or red stones/bushes/etc. to put against the regualar tan/cream colored ground (The ground color found in Csets 2, 3 and 4). When I try to edit the color inside the C-Set, it alters that tile for all the other c-sets as well. I also see that pallettes 12, 13, and 14 are blank.

Can I create a custom Cset for what I want to do? Is there any way to do what I want to do?

You could just copy that tile...In the tile section. C is copy, V is paste. Then edit that tile you just pasted. (The copy.) Then right click in the tile selection, (Where you put tiles on the screen.) where there is a blackish red square. It should bring up the combo editor, click on the heart on top and select the tile you edited from here.

I can't answer your other question though.
