Help with Turnabout

I am currently looking for Level 4. I have no ring, no boomerang, and no clue. Help!

I don't remember exactly where it is, but I know that it's in plain sight (i.e. you don't have to trigger some kind of secret to get in).

Level 4 in Turnabout is in the same spot as Level 6 from the 1st quest. You'll need the whistle to open the way. This is a great quest, by the way.
