Rain Creation?

Is it possible to create rain effects in the Zelda Editor? I have seen a few games with snow effects.. Any information would be appreciated..

make/download some rain tiles, and place them on layer 3, 4, 5, or 6. the rain tiles, if you downloaded them, should come with the frames and directions needed to animate them

I'd suggest using somone else's tiles first, to see how everything is set up
