How do I edit the bottom 3 rows?

And on the second to the last row, the first color and second color will change depending on which color on the palette I assign to my mouse. Was it meant to do that? And if so, what purpose does it serve?

From what I remember, those last few rows are uneditable. I should remove the ability to edit using those colors actually...

TO answer your other question, ZQ is an 8-bit program. It has to use a part of the main palette so that the mouse graphic colors change correctly.
