Stuck in Eckland....please help

I can't get into level 4 in Eckland. I think I see it, but it looks like I need the hookshot. How do I get the hookshot??? I'm guessing I need the whistle, which I also don't have. Any help would be much appreciated. Also, what does the blue ring do?

I believe you need to use the arrow and shot from across the pond.
