Under combo not working

I'm placing a under combo under a burn flag. But I still got a gray square... what's wrong. I do select the wright tile. :)

Are you putting it in the correct burn slot?
You have blue candle (or all), then red, and so on.
Also are you doing it on layer 0, because it won't work on a layer
